You will need institutions of power in order to guide culture, morality, law, etc. Corruption is always an issue but you just need to study proper checks and balances, especially in the form of logic. Software engineers can be experts at evaluating and building logical checks and balances, you need some who are also well versed in culture to help prevent corruption.
