This does not mean you can neglect the individual. Each individual has to be strong and moral, weakest link etc.

weak links are the failure of collectivism, and any social order that is -too- collectivist will smother drive, creativity, prosperity etc, inevitably everything extraordinary in a positive way will be suppresed for 'the good of the collective'. This is why communism is so toxic.

You will need institutions of power in order to guide culture, morality, law, etc. Corruption is always an issue but you just need to study proper checks and balances, especially in the form of logic. Software engineers can be experts at evaluating and building logical checks and balances, you need some who are also well versed in culture to help prevent corruption.
