How the heck is this game even played with a controller? Steam controller isn't fun for it, nevermind PS/XB controllers. KB/mouse is needed for optimal play

Even then, only limit the amount of ships per admiral would be enough, the cost increases is annoying. 1 doomstack gets boring quickly into the late game where you need fleets at multiple areas for fast progression.
Unless you use something like CC’s Spaceports, regular forts are useless. In modded late game, I've found 3+ fleets that are 300k+ strength + ragnarok + avatar ship (ISBS mod) enough.
ISBS is MVP, better than the actual apocolypse DLC, and great reduces time needed to defeat enemies. You get base-delta-zero about 50 years in (if it not earlier), and then the ragnarok/avator late to straight up crack planets
