I realize its autistic but I would support a permanent state of torture as much pain as possible without serious injury/death till they beg to be put down, which ofc could be refused. But that would require a lot of money and manpower and kinda backwards to the whole saving money initiative.

You realize the Death Penalty alone does a lot of that? Murderers actually flee to non-death penalty states and try their hardest to not be extradited because of it. Or they murder in another state and asked why they came, "Well my state has the death penalty"
