This isn't good for the homeless community
sheet metal workers are so high in demand that the people in their 60is getting close to retiring are getting huge deals not to retire
As more people flee, less taxes can be collected to help the problem

the homeless did use to have that when it was not that many off them, they did use to have a "code" of honor and anyone that did brake it was in for a nasty surplice

I dont know exactly what it should look like or how much power they should have, or who should have it.
They shouldn't have some separate law enforcement and judicial system for instance.
They employ members of isolated communities to act as a step below law enforcement

Who work under law enforcement. Not issued weapons etc but can still uphold the peace

I'm sure there are many problems with it but I think that something has to be done, it isn't sustainable as it is now.
i mean if you pick the people who choose to be homeless they probably won't comply since they refuse to work

There are homeless people who still have decent jobs
So there should be some who are capable of being trusted to some degree. I suppose you'd need to train them.
Think of all the homeless veterans for instance, they should understand order and structure.
Again dont give them weapons or tyrannical authority
But homeless populations are very mistrustful of outsiders. If they had a sort of community based enforcement system, it might work better?
