The times for the guy in red are before and during the shooting, but he's gone when that car is gone. Wearing bright red from head-to-toe could be a 'don't shoot the guy in red' kind of thing, but I doubt it... that would only be some sort of MK ULtra stuff, which I have no reason to believe happened there.
