more troops needed to protect
also decreased the training time
maybe them less capable
poor third world provinces draining the rich ones
well if the rich ones could resist keeping out of the poor ones
people put the romans on a pedestal, but their own system killed them - they were just lucky not to face off against another great empire that could hit them directly
because their empire was protected by mountains and desert

well england middle game when technology was more developed
but magna carta was a thing, and then parliament gained power and then england became set on the path after the civil war

but i know it's better than napoleonic code due to adversarial system
