I believe it to be, in the case of African-Americans especially in urban areas, to be a combination of factors such as the following; lack of education, repeated breeding of low IQ individuals, and the ilk.

Now as to the question of correcting their speech... it might be possible to rehabilitate such persons with proper use of grammar and pronunciation unless of course their pension for their former way of speaking is too high. In which case, they'll probably be a lost cause.

This gross oversimplification of the English language is by it's very nature an affront to all other dialects. It has no regard for intelligibility, use with native speakers (or any others for that matter), and most of all it doesn't even appear to be internally consistent. Just a random amalgamation of words and sounds that make no sense.

its simplified. As a non native speaker, especially of a non romantic/latin/germanic language, english is extremely difficult. So for eas of communication a broken or simplified version makes sense
