it's a brake, designed to reduce recoil and allowing for a weapon that has more 'kick' into something that might otherwise be able to handle it; downside is because it vents the gasses (and air pressure) sideways it can both kick up more dust, dirt, leaves etc around it (making your firing position more obvious) and also making it more dangerous for any friendly infantry nearby

You don't see them too often anymore though, due to the ammo types used nowadays
