There's a lot of things Google can do to benefit China's military that aren't illegal. Most importantly would be sharing access to google's own advanced technology like AI. Afaik nothing illegal about that.
if you go to a site from usa, the site knows you're from the usa and then it will show you the page without article 13 restrictions

Interesting but I don't know the details of that. If I were to guess, I would imagine it would apply more to things like weapons software, targeting, guidance for example. Something like AI for social control is a whole different animal.
I'm thinking about China's social credit system.
My point is I'm sure there are certain technologies that are restricted but you can't just say that because we have this one law we can use it to restrict whatever we want.
