What if we liquidated all US debt into equity shares that were distributed to the citizens as a dividend, who then became shareholders?

The new AmeriCorp would then be under the control of a CEO who answers to a board of directors, possibly elected by a small group of people who have demonstrated intelligence AND responsibility. Say.... military retirees, or only the current supply of airline pilots?
