vid clip clearly shows pipe burst long before it ignited ..first went out as a spray cloud(which is almost unheard of in a 'bomb created incident') then after it spread far enough it ignited

either the shooter is a bad shot or somebody shooting at the direction of the shooter is a bad shot and wanted to scare the reporter
