thats the thing, in democratic states, they are not, and have not had disproportional outcomes in like 25 - 30 years. In evertyhing, except perhaps occasional discrimination on trafic stops perhaps, but i can tell you that its more of a car discrimination thing, as funny as that sounds its very true. Poverty rates are disproportionate to certain minorities and white people.
