do they have a US offline downloadable option?

I used to have several progs on my old laptops that were offline only, and I had (still have) a 12volt GPS module that interfaces with my laptop via USB.

A USB GPS receiver would be a great help, so long as the mapping program supports it.

I can help find standalone programs for offline use, and a compatible GPS receiver.

I believe the one I ended up using with the most success was a Microsoft maps program. That was around 15 years ago.
