GTA5 was good, but it's hardly what I'd call the best GTA game

Game mechanics, wise, it was *really* good.

San Andreas had 3 cities you could explore

The controls on all fronts were smooth af and the growth system had you keep the characters but also grow them mechanically.

But, yeah, San Andreas started that and, imo, did a really good job balancing mechanical and character growth with a pretty epic story.

Fun Fact: San Andreas has a Minigun Lying around the Map
