but i find it odd seeing some officers running and shooting...odds of hitting the target is extremely low ..but the odds of hitting a random person down the path is higher

i think cops would be more controlling of their shooting incidents if they got the bill for the bullets used on active duty(not training/practice periods)

would basically teach them not to waste ammo and actually hit the target better without risk to anybody else in the general area in range of the moving bullet
