shit used to be way higher prior to the clinton era

since 2000's...it started to drop nationally across multiple states...generally dem controlled states...some states already had constitutionally fixed ages of consent..

also since 2000's they changed the reference of 'age of consent' to mean either age of sexual consent to age of marriage consent
