CWE was bad, it was like HOA on crack. You had to have permits on top of permits and you had to use specific materials and couldn't alter structures by certain measurements etc... and it was so specific it made it damn near impossible to do work.
Oh and you had to have other permits just to gain access to the neighborhood and if you had to have a commercial truck or dump... you had to get even more permits and like neighbors to sign a charter and ... sigh
@Dr. Mathew I beat the first three. Unfortunately, I could not beat Ultimate Ghosts & Goblins on Ultimate Mode on the PSP. That game really did live up to its name
