There are cameras with auto focus features that will move to center on what the camera thinks should be in focus

would need strong waves to move the flags to be noticed

most of them are tied down or weighted not to be noticed by waves for recording

also navy flags are generally stiffer than normal flags....for long lasting at sea

and yes, i've been on ship...and seen on ship tv...the flags don't move that much at all
