and the Rods of God by even their time werent really a new idea, they were based off of something done with high altitude bombers dropping solid steel bombs in Korea (or was it Nam i forget) where at the altitude they were dropped would have the same explosive mass as a similar sized chemical bomb

Frankly a more simple solute to why the program was shelved was due to budget constraints + the tech wasnt exactly there in the 80's for pinpoint destruction since global mapping electronics was only at its infancy
