There is a custom difficulty setting before the game to let you decide if you want the plague to be easy or not

Also @Deleted User, you can actually stage a coupe with the plague and make them fight another horde

So, that's kind of stupid

@Deleted User I don't have any DLC, so it's just the base of boost a political party until it's 20% and then put in political power for the coupe

So the 1.8 mechanic

Although, I think you can do that with spies the same way
