constitutional laws get approved thru a process, but unless it's provided to the public first during committee first, depending the state laws for constitutional process, it's deemed illegal law

and no, unlike the president of the usa, where the pres' eo's can override any constitutional action with limitations, no mayor, nor state gov can override any state/city constitutional laws, but they can have yea/nay/veto option of said constitutional bills into laws

up til 2000's ...even legal immigrants had to take civics to earn the right to be a citizen, after 20yrs of usa citizens being stripped of the right to learn civics except as a college elective
