i'd say their strategies of getting up is different. Communism often aims to appeal (or rather, manufactured appeal) to working class. Dictators seized power forcefully or get in the system democratically and changed it from within. Either way, even under dictatorship, the properties can still be controlled by the state -- and the state can be pretty big too.
