Tar is just a byproduct of burning anything, but all the extra crap in cigerates contributes to making a lot more tar then just straight tobacco

I would make that you have to be a citizen of the country for at least 1 year, and have be too laid off, or fired due to medical reasons from a job to receive welfare, and you only receive it for a full year.

I would include a clause that if you get a job the benefits would gradually drop off instead of all it once, so people won't be discouraged from working
