the Canadian elections are VERY fixed too. the way it works is for the priminister you have to have Seats in senate filled and there is NO electoral colleage. So what happens it the socialist East gets their seats in first because of timezones and the western provinces no longer can get a foot hold from manitoba(central canada) west. Its fixed by liberals by keeping eastern canada in socialism and dependant on social security/dependancy.

it comes down to what is the Gov role. A government technically has 2 jobs. 1- protect the people from external threats (border control) and punish evil doer according to the law which is backed by God Law(and constitution of induvial rights as human under God).
