From what I can read about it, the law simply makes it so that they need to file as their biological gender and makes it so that transition surgeries aren't essential enough for the government to have to provide them. The only way they could even possibly be turned down is if they refuse to disclose their biological gender. Which is ridiculous not to provide because different sexes have different bodies.
