Yeah, thats basically saying that trans people (gay people too) can be turned down by doctors for their sexuality or gender.

Lets put this into perspective:
Lets say, a trans person, has pneumonia and sepsis, they need surgery, and the doctor turns them down, they'll likely die from not being able to get the treatment they need.

They shouldn't turn people down for healthcare in general-

With the healthcare protections being taken away, they can be turned away just for their gender.
