My personal beliefs are that if youre an adult at 18 years old, but cant take body/mind altering substances like tobacco and alcohol until youre 21, then you shouldnt be able to severely alter and mutilate your body until youre 21.... our brains arent fully developed until somewhere in the mid 20s, so it would at least give these people a lot of time and a lot of growth until they are 100% sure thats what they want to do to themselves
