The only super rich who are taxed at a high rate are entertainers and people who win the lottery... anyone who goes public with their business is paid in options

I think mean of those "loopholes" require you to have large income to be able to use them which is why the poor can't use them. However if your poor you will get most of your taxes back and may even have extra government benefits.
