@Atari I don't need to read the entirety of it. The first sentence in the code, using https://www.law.cornell.edu/uscode/text/28/3002 states "as used in this chapter". Context matters, which is why the code is set up to state that as the term United States is used in that chapter, it is a corporation. If you look at the header of the link I sent you, the chapter is "Federal Debt Collection Procedure". The article you linked starts off completely misstating the code.
If you knew anything about bankruptcy, which is the second portion of my job, you need the debtee to be defined so they know who gets paid first. Just because someone takes a snippet of US code and decides to misinterpret it and cut it doesn't make it true.
