It really does. If the video or image is relevant to the conversation and does not violate any other server rules (such as rule 6), it's allowed. If not, it goes in the appropriate channel.
I'm just gonna put an example dont get mad im just trying to show you how I understand it

Not quite. If we're already talking about something, then it's allowed. You can't change the subject by saying "hey have you seen this?"
Then how do we ever arrive on the topic?
By saying something like "hey, what do you guys think about this subject?"
Or organic conversations just meandering like they do.
Just join the conversation? If no one is actively chatting you can start a conversation. Also what Mike said. Conversations slowly change subjects over time quite often
