They fry it in spicy oil, dunno what they put in and I don't want to drive to China town every time I want cheap meat sopping in spicy oil

1 cup of vege-oil, 1cup of peanut oil, 1/4th cup of crushed (or just ground dry) chili peppers (average-mild variety) and some chinese peppercorns

dash of sesame oil to the mix

chinese peppercorns aka sichuen peppers btw

if you want to make it nice you can throw some green onions and ginger in there too

(i prefer to use them when frying and not in the oil directly)

some places use sugar to get good coating on the stir-fry

but its not needed in the oil imho if you have good burner
