@DontBeAnIdgit Because generally when someone pirates a move it isn't them doing it on their own. Also, notice that it is the maximum penalty, not the minimum.

See, the issue with pirating isn't when it is one person, but people pirating and posting it online for others. It is intellectual property that is being taken and then distributed. I agree EA is awful, but the aspect of pirating is understandably illegal, and the fines are made as maximums to address large scale operations.
