according to wikipedia it was a screw up of the dispatch as they didnt relay the information later told by the person reporting its most like a kid with a fake gun

also really easy to mistake a 12yo boy from a distance for someone older
since they had to engage from a distance according to their protocols in these situations
i guess..
I would say seeing a gun in the line of an officer from a distance should be seen as a threat. The child shouldn't be having a fake gun outside in the first place.
