The BoS was originally from California but somehow they have some space satellite or something to communicate Appalachia, at least that's the one I'm thinking unless it's different.

Because the BoS is first seen in Fallout 1 (duh) which is in Southern California and that's where they started out at.

Fallout 2 is in Northern California and that's where the Enclave are introduced but them being in Appalachia is more understandable since the Enclave are remnants of the U.S. government.

But according to FO1 the BoS was founded in New California and would eventually spread their influence throughout. Unless Bethesda did another oopsie with the BoS lore.
