@deMontfort Satellites cover a very specific area and need a receivers, an antennae, a signal converter, and a few other components on the other end for data authentication and encryption. It is primarily a one-way data stream that needs a back channel for 2-way communication. Even if it was connected to a network that had access to the voting machines at each location so it can connect and make changes, the one-way broadcast nature of satellite communication makes it ill suited for this purpose.

I worked for Boeing Satellite Systems in the early 00's for a division called Boeing Digital Cinema. I was in charge of developing a data model and process decomposition for using satellite technology for delivering digital movies to theaters via satellite. It is great for scale - sending the same files to lots of locations with receivers, but almost useless for 2way communication.

The Satellite was used to send the parameters which the voting machines needed to adopt. Those parameters were sent to Germany. From those severs is where the hacking took place. We had traced the information packets back to the servers in Germany... but we need pin it to the source... that’s when it was traced to a data transfer from a transmission received from an Italian satellite leased to the Vatican.

It's usually not a handshake... Satellite communication is a one-way transmission with a back channel to request missed packets.
