I can justify stealing to survive, but we have programs in place that eliminate extreme poverty that cause starvation. Unless you're not willing to cooperate with authorities. Like drug addicts etc.

a negative income tax would be something both republicans and democrats can generally support but neither can do because neither side wants to cut down on the current programs in the short term because of the backlash they'd get.
