I believe that yes if you have a lot of debt you should have considerable deficit spending during a downturn to make sure the credit structure doesn't collapse but in general you shouldn't have deficits larger than what's needed to avoid deflation.

Macroeconomic discussions are interesting but can be quite non intuitive and it's the area in which economists disagree most in.

if you increase consumption you decrease savings, savings is what drives economic growth.

as long as your savings are invested or at the bank that is.

since consumption is included in the gdp it does increase gdp growth in the short term but it leads to less growth in the long run.
