Directly maybe not. But indirectly they do. So if a government makes better roads, it increases trade and growth, making people wealthier, so more taxes.
Thats why companies shy away from it

They can make a good load of money from roads which have tolls like fly-overs and national highways

Personally I think roads should be a priority for the smallest community of people possible. The more centralised you make it, the more chance for corruption and red tape
