Black Panthers started to open carry and they threatened police (it was a tactic they implemented, they never had intention to use the guns nor did they ever use them, it was to scare police into not discriminately and unjustly arrest black protestors) and Reagan along with the white suburbia got scared of this so they decided to implement gun laws preventing open carry

@Grape obviously reagen didnt outright say "and no black man shall arm themselves, they might attack white people and cops" but the Mulford act was mainly done because of the black panthers
