This is just me thinking out loud. Not legal advice. I would start with a follow up phone call to the reviewer (Sargent or chief, etc), stating that you need some clarification of the denial letter ( i would audio record this, as NJ is a one party state and you can legally record). I would ask, Sir/Ma'am, I couldn't find this information in the denial letter, can you please specify which statutory disqualification resulted in my denial and can you please recite that to me?(see the link above so you can be sure the reviewer cites a specific statute, including the subsection). I would then ask, yes or no, is that a permanent disqualification? I would explain the excusable basis for not including the Kennedy eval (only 11, too young, didn't remember, didn't understand that you had an eval done.) I'd ask for clarification regarding the decision to deny, and ask if you can provide a doctor's note and if the reviewer will reconsider your application instead of making you go through the appeals process.
