There is tons of things that are becoming noticeable. I study economics and have a degree in history with a concentration in the middle east (eff my life, I know), there are scholars arguing that the people inside these countries aren't very religious and still try to adapt modern principles. So in essence, they behave like a secular government but claim to be theocratic.
