Merctech you are right. But not at the level that would effect an election. A monitor might turn a blind eye but how many ballots do you think one of these worker can manipulate in a session?

like the young man in buffalo that got arrested. yeah, he "only had" 3 ballots on him (THAT DAY), but how many had he had hands on that didnt get to where they were supposed to? unless he admits to it, or they FIND them, theres no way to prove it
