He wants whistleblower protections but prior to getting his job he had anti-American intentions to get what he could and leak it. Good on him but whistleblower laws pretty specifically cover regular employees without sabotage on their mind to kick in

I hate for instance Monsanto. I think they are a blight on the world. I have the qualifications to obtain employment with them and be in a position to collect damning information and make it public. If I get a job with them for the purpose of sabotaging them and it's clear that was my intention upon obtaining employment I am in some trouble.
