Hand recounts are only as good as the person doing them. Project Veritas already released footage of people counting Trump ballots for Biden during a hand recount. In addition, the QR code on the ballot receipt is not countable in a software-independent manner. All you have is a text summary. The QR code in the machine could have registered a different vote

when they do a hand recount they have representatives there from both parties

Project Veritas has a sketchy record with coverage. I'd be extremely cautious of reading into their stuff. The Assange call was a surprisingly non-partisan coverage and they released the entire thing unedited, to which I applaud them.

When somebody says James O’Keefe is a felon (He’s not), and his lawyers pressure the libelist to say said person is making false claims and to correct their statements, and the person does, it’s a retraction of the original claim
