I think in New York you can possess the weapon if it's antique and then you can have 2/3 of the components required to fire it... So they've effectively closed that loophole.

I guess you could keep ball bearings around as the missing third...

Depends on the state and the police, but the police can just yoink it if they want, and prohibit you from owning a firearm. Kinda goes with red-flag laws and whatnot.
