Chances are that companies who actually offer decent internet won't even have "packages" because no one will actually have different internet plans.
They'll just start slowing down the biggest bandwidth hogs that cause service outages.

I have, but I fail to see how limiting users abilities to use those sites is a better solution than increasing capacity with the MILLIONS OF DOLLARS these companies rake in daily
So, by government force, you propose forcing ISPs to expand coverage to the entirety of the United States--including nearly-uninhabited regions of it--and forcing them to install Gigabit or some shit?

They're already building better internet infrastructure in most of the populated areas and such.
The problem is just that people start using more bandwidth whenever they get more access.
