Well the British government split the country because of Loyalist Irish who threatened war against all Catholic civilians if complete independence was given. Then those loyalists chose which parts of ulster to take as British. So Ulster is 9 counties. But "Northern Ireland" is 6 counties. The other three were excluded for having too many catholics.
