No, NOOBS is copy/paste into the SD card after unzipping the files.

I've tried two now to identical results, and tried separate HDMI cables too

Just haven't tried an SD card yet, but the one I have works perfectly fine in Windows with no issues.

was the sd card formatted to the right type?

ntfs, fat32, exfat, etc

I used the SD Foundation formatter as specified with no further fuckery on my part.

exFAT, tho.

is the default from the specified formatter.

Read any step in that guide, I did it exactly.

Only think I haven't done by now is try HDMI 1, but with that little green LED doing jack-shit, I think this is a foregone conclusion.
