This passage criticizes "peaceful" (Muslims-substitute with white people) who do not join in the violence, letting them know that they are less worthy in (Allah's-Europeans) eyes.
Honestly, why hate them then, if they are idealogically no different to you? All you are doing is justifying their actions towards you... Just something to think about @Duke
